Announcement Individuals intending to purchase the PPSC Tender Dossier on 18-26 November 2007 on behalf of prequalified entites/firms/consortiums must bring with them the following materials when entering the office of the DDG/Payment & Chairman of the Purchasing Committee, at the main office of the Public Authority for the Assessment of Compensation (PAAC), Shamiya Area, 3rd Block, Street 33, (Al-Shamiya Secondary School for Boys): ·         A photocopy of the prequalification letter that was sent by Kuwait NFP to the bidder by courier and by email; ·         A letter issued by the prequalified entity as proof of authorization for the individual obtaining the Tender documents; ·         If representation is on behalf of a consortium, an original authorization letter from the consortium; ·         A photocopy of the local representative’s registration number in Kuwait; ·         A photocopy of the Kuwaiti Civil ID of the person authorized to purchase the Tender Dossier; and ·         An authenticated, certified cheque of KD. 3,000 drawn in the name of “Secretary-General, the Central Committee”. In addition to the above, the authorized person obtaining the Tender Dossier will be required to fill in a document in the office of the DDG/Payment & Chairman of the Purchasing Committee referred to as Form No. 3, which will be made available at PAAC’s  Headquarters.    Upon presentation of the certified cheque, and the completion of all other formalities, the authorized person will be issued a receipt for the certified cheque and be given the Tender Dossier.  The time that will be required for processing and purchasing of the Tender Dossier by each authorized person is approximately thirty (30) minutes. On November 18 2007, should you have difficulties locating PAAC and/or have queries related to the procurement of the Tender Dossier please contact the Kuwait NFP Coordinator by telephone on +965 481 6702.  After 18 November 2007, all contact with Kuwait NFP should be conducted electronically through legal@kwuaitnfp.com (PPSC) RFP Reference is made to the announcement of the Tender No. KNFP-RFP No. 3 and the Tender details announced in the Official Gazette (Kuwait El-Youm), Issue No 844 on 11 November 2007 for the Project Planning and Supervision Consultant (“PPSC”) contract for the Environmental Remediation Projects awarded by the United Nations Compensation Commission (“UNCC”).  Only those entities and firms that have been prequalified to submit proposals for the PPSC contract and have been so informed of their eligibility by Kuwait NFP through the publication of the prequalification results in the “Kuwait Al-Youm” Issue No. 843 published on 04/11/07  may submit bids for the PPSC contract. The Tender documents can be obtained from the office of the DDG/Payment and Chair of the Purchasing Committee, at the main office of the Public Authority for the Assessment of Compensation (PAAC), 3rd Block, Street 33, (Al-Shamiya Secondary School for Boys) during the official working hours i.e., 7:30 AM to 2:00 PM between 18 to 26 November 2007, upon the payment of the Tender Fees of KD. 3,000 by certified cheque in the name of “Secretary-General, the Central Committee”.  In addition, Tender documents will be available only upon presentation of a letter issued by the prequalified entity as proof of authorization for obtaining the Tender documents and, for identification purposes, a photocopy of the prequalification letter that was sent by Kuwait NFP to the bidder by courier and by email.   A tender purchase receipt will be provided in exchange for the payment of the Tender Fees.  The tender purchase receipt must be presented at the time of the submission of the Tender Offer.  The failure to present the tender purchase receipt will result in the refusal by Kuwait NFP authorities to receive the Tender Offer. The Tender Offer in response to the RFP must be prepared in English in accordance with the Instructions to the Prequalified Entities and Firms and the Terms and Conditions stated in the General Terms and Conditions in Arabic (also translated into English) included in the Tender Dossier. Following the selection of the successful Tender Offer, the contract for the Project Planning and Supervision Consultancy (“PPSC”) (the “Contract”) will be signed in both English and Arabic.  All clarifications and/or disputes will be settled with reference to the Arabic version of the Contract. Background information relating to Kuwait’s environmental remediation program and the structure of Kuwait NFP, as well as the Request for Proposal and Terms of Reference (RFP/TOR), are all included in the Tender Dossier. Tender Offers must be officially submitted - and will be acknowledged by a receipt voucher - in the Headquarters of Kuwait NFP’s Secretariat, PAAC, at the address given below no later than 2:00 pm (14:00) Kuwait Local Time on 17 February 2008.  Kuwait NFP will give no consideration to Tender Offers submitted beyond this time and date.  Similary, Kuwait NFP will not accept any revisions or changes to the Technical Proposal or price modifications to the Financial Proposal received after 14:00 Kuwait Local Time on 17 February 2008.  The Tender offer shall be clearly typed in English. No striking out, erasure or interlineations in the text will be allowed without being accompanied by an explanation in writing and initiated at the side of the correction.  (See attached Article 22 of the Law on Public Tenders). A partial or incomplete Tender Offer will not be considered.  The Tender Offer shall be the responsibility of the Tenderer and no relief or consideration shall be given for errors or omissions in the tendered price or proposals.
