NATIONAL ENVIRONMENTAL REHABILITATION DATABASE (NERD)

 

Database for Tracking Management and Assessment Projects (M&A)

PAAC developed the Environmental Data Management Reporting and Assessment System (EDMRAS) database to monitor and track the technical progress of its Management and Assessment (M&A) Projects.  Provided below is a brief overview of EDMRAS.

Overview of EDMRAS

The Environmental Data Management Reporting and Assessment System (EDMRAS) is designed to support data generated from monitoring programs, site characterizations, impact studies, site remediation, and human health and ecological risk assessments in an innovative, interconnected and flexible fashion.  The present system has more than adequately met the needs of the program managers as well as the cluster users in and outside of Kuwait. 

EDMRAS is fully compatible with the existing UNEP databank.

The four main subject-oriented EDMRAS clusters are identified as follows:

 

1. Groundwater Resources (GROUNDWATER)      

2. Terrestrial Resources (TERRESTRIAL)

3. Marine and Coastal Resources (MARINE)

4. Public Health (HEALTH)

 

Furthermore, the system provides immediate access to a common repository of secure and validated data to facilitate distributed execution of complex programs of investigation, analysis and reporting.  The data compilation methods are based on data management systems, analytical tools, and assessment techniques which ensure data validity, security and integrity, thus contributing to a superior Natural Resource Damage Assessment (NRDA) for each sector.

 

 

EDMRAS' Data Center Services

Currently, EDMRAS operates an Environment Data Center (EDC) facility which provides support to cluster activities.  EDC provides basic data management services to all four clusters throughout the life of the project.  Furthermore, EDC has the necessary expertise needed to support the activities of the clusters over the operational phase of the project.  Basic services provided by EDC include:

 

·        Data Management – Safe and secure storage of all project data provided by the clusters.

 

·        Scheduling – A central scheduling system which tracks monitoring activities carried out by each cluster.

 

·        Work Tracking – Based on the scheduling system, the work tracking system allows field and laboratory users to record the actual progress of work plans from schedule through to completion.

 

·        Laboratory Data Import – An automated data importer populates EDMRAS with analytical data generated by the project laboratories.

 

·        Analytical Reporting – Provides a series of standard reports allowing users to summarize and extract analytical data from EDMRAS.

 

·        Baseline Mapping – EDMRAS GIS systems make available to clusters common base maps of the project study areas.

 

·        Project Reporting – Standard reporting tools allow cluster managers to track the progress of schedules and work plans within each cluster.

 

·        Data Quality Assurance/Quality Control (QA/QC) – Automated EDMRAS features provide basic QA/QC for all data.

 

Kuwait NFP National Environmental Rehabilitation Databank (NERD)

 

Recently, PAAC completed an assessment of the existing EDMRAS and commissioned a study to widen the scope of the existing EDMRAS to include data collection and storage services, the enhanced version is known as the Environmental Data, Collection, Storage, Management, and Reporting Service.    

It is modeled on the existing EDMRAS and contains all the features of EDMRAS in addition to the additional capabilities mentioned above.  This system will serve as a planning tool in the future and may be transformed to become The National Environmental Rehabilitation Dabase (NERD).

Kuwait NFP has decided to use NERD which will house both the existing M&A project information (completed and on-going) and will also include the monitoring of the financial and technical aspects of the “F4” awarded environmental remediation projects.
