The Central Committee to Supervise the
Implementation of Projects Related to
Environmental Remediation (Kuwait NFP)
is in the process of evaluating the five
Project Planning and Supervision
Consultancy (PPSC) proposals that were
received on 17 February in response to
Kuwait NFP RFP-3/2007. The results of
the analysis will be reported on this
website shortly.
REMEDIATION OF
ENVIRONMENTAL DAMAGES
KUWAIT NATIONAL
FOCAL POINT
This site has been created to support the
State of Kuwait's efforts to rehabilitate environmental damages caused by the
1990-1991 GULF WAR. The environmental damages extend over several areas such as:
- Numerous and large oil lakes formed by the burning and gushing of more than 900 oil well heads throughout Kuwait.
- Destruction of desert ecosystems because of oil contamination and military activities.
- Destruction and explosion of mines and ordinances.
- Fresh water acquifers damaged by contamination from oil and sea water.
- Coastal and marine damages from oil contamination.
- Public health affected by air and surface contamination and by Post Traumatic
Stress Disorder (PTSD).
Pursuant to United Nations Security Council (UNSC) Resolution
687 and
subsequent the
establishment of the United Nation Compensation Commission (UNCC) by UNSC Resolution
692, the State of Kuwait submitted to the
UNCC in 1995 its
environment claims. The claims seek to compensate Kuwait for the various
environmental damages it sustained following the 1990-1991 Gulf War.
In 2000, the UNCC awarded the State of Kuwait a number of
its Environmental
Monitoring and Assessment Claims (M&A) aimed at conducting a series of
environmental studies to identify and determine the extent of environmental
damages and establish the most appropriate technologies and cost-effective
methodologies for rehabilitating the environment. By December 2005 the UNCC
completed the review and awards of all environmental Remediation claims for the
Hashemite Kingdom of Jordan, the Islamic Republic of Iran, the State of Kuwait
and the Kingdom of Saudi Arabia, The awards were issued pursuant to UNCC
Decision 212, 234,
235 and 248.
In order to
ensure transparency and assure compliance with UNCC decisions, the
UNCC issued Decision 258 in December 2005. Decision 258 includes the guidelines
each country must apply to insure compliance with UNCC Decision. Each country
is required to establish a National Focal Point (NFP) to supervise the
implementation of Environmental Remediation Projects. The UNCC will select, for
each claimant country, Independent Reviewers (IR) to monitor the implementation
process, by each claimant country and report back to the UNCC.
This site and all its subcategories describe the Process and Procedure, that
Kuwait NFP will follow to implement its Projects in
compliance with UNCC Decision 258 and its Follow-up Guidelines.
